| Roof plumbing is a trade category of residential building work under the Home Building Regulation 2014, clause 13, and the Home Building Act 1989 includes it in residential building work when done in connection with a dwelling: fixing, installing, renovating, altering, repairing and maintaining guttering, downpipes, roof flashing and roof coverings, including skylights, ventilators and protective coatings that make no structural change. It does not cover non-metallic tiles and slates. | Painting, including preparing and doing minor repairs to surfaces before painting, is a trade category of residential building work under the Home Building Regulation 2014, clause 13, licensed when it is valued at more than A$5,000 in labour and materials, including GST. | Specialist work, licensed whatever the job costs, includes plumbing and drainage work, but the Home Building Act 1989 defines it as plumbing and drainage work other than roof plumbing work. So gutters, downpipes, roof flashing and metal roof coverings are roof plumbing, licensed as trade work above A$5,000, not specialist plumbing. | For contracts signed on or after 1 February 2012, the statutory warranty period is 6 years for a major defect and 2 years for all other defects. A major defect is one in a major element of the building, such as a load-bearing component essential to its stability (the NSW Government's examples include roofs), a fire safety system or waterproofing. | SafeWork NSW says a business must protect workers from falling from one level to another, no matter the height, and must use a fall-prevention device, such as scaffolding, an elevating work platform or perimeter guardrails, where reasonably practicable. | Not every part of a roof is safe to walk on, and sheeting can become brittle over time. | Never use a high-pressure water cleaner, a garden hose with a trigger attachment or compressed air on an asbestos roof. The Work Health and Safety Regulation 2025 bars a business from using high-pressure water spray or compressed air on asbestos (s 446). The NSW Government also says not to use a sander, wire brush, scraper, scrubber or water blaster to clean asbestos-containing materials. | The NSW Government says corrugated asbestos roofing in good condition can be sealed with good quality paint, which prevents the release of fibres; work in a ventilated area, and take safety precautions and use protective gear if the paint work could disturb the asbestos. | Corrugated asbestos roofing, such as 'super six', is non-friable asbestos. Under the Work Health and Safety Regulation 2025, over 10 m2 needs a licence; 10 m2 or less is exempt (s 487 and s 458(2)). | NSW Health says not to collect rainwater from a roof painted with high lead products (for example pre-1970s paint) or with uncoated lead flashing or lead washers on roofing screws. A roof coated with acrylic paint may put detergents and chemicals into the first few runoffs, which may need to be discarded, as should the first runoffs from a new concrete tiled or metal roof. | Painting, cladding, repairing or replacing non-structural roof cladding, and other remedial work to repair or maintain a building are exempt development, with no planning or construction approval, unless the building is a heritage item or draft heritage item, is in a heritage conservation area or draft heritage conservation area, or is on land with a State Heritage Register item. | Applies to new or replacement roof sheeting only, not to an existing roof left in place. Metal sheet roofing must be protected from corrosion as the ABCB Housing Provisions table sets out. The table lists metallic-coated steel, with or without an organic coating, as not suitable typically within 100 m of breaking surf, and from 100 m to 200 m inland lists only AZ200 or AM150 coatings on metallic and organic coated steel. | Scaffolding, hoarding or fencing on a footpath or other public land, even temporarily, needs approval first. For Council land, apply to Central Coast Council on its Application for Hoarding & Scaffolding, which covers maintenance of an existing building, with the fees and a certificate of currency for the contractor's public liability insurance of at least A$20,000,000. A straightforward application usually takes 14 days, a complex one 21 to 28 days. | Under the Central Coast LEP 2022, altering the exterior of a heritage item, or of a building in a heritage conservation area, including changes to its detail, fabric, finish or appearance, needs development consent, unless Council has advised in writing before work starts that the work is minor or maintenance and will not harm heritage significance. What changes a quote
The trade category comes first: tiling, roof plumbing for gutters and metal roofs, and painting are each separately licensed above A$5,000. Asbestos is second: corrugated cement sheeting over 10 m² needs a licensed remover, 10 m² or less is exempt, and sealing it with paint is a different job from removing it. Working at height is third, because a business must provide fall prevention where reasonably practicable and a site-specific safe work method statement where the fall risk is 2 m or more. Whether Council needs to see the job is fourth: like-for-like restoration is usually exempt development, while a heritage item or conservation area needs consent unless Council agrees in writing that the work is minor or maintenance. Scaffolding on a footpath is last, with its own Council approval and fee.
Fees a government body sets
The checker below lists each NSW and Central Coast Council figure with its source and read date. Central Coast Council's 2026-27 scaffolding and hoarding fees are A$613 plus A$24 per linear metre per month or part for a Type A structure, and A$923 plus A$93.50 per linear metre per month or part for Type B, excluding GST. Home building compensation cover applies to jobs over A$20,000, and Council's special waste fee that includes asbestos is A$613.30 a tonne including GST, with a minimum of A$39.98 a load. No source read for this site sets a price for roof work, so ask the provider for a written quote and what it assumes.
