Gutter and Roof Leak Repairs in Gosford and the Central Coast
Gutters, downpipes and roof flashing are roof plumbing in NSW, licensed as trade work above A$5,000, not as specialist plumbing, which is licensed at any value. The Home Building Act 1989 defines specialist work as plumbing and drainage work other than roof plumbing work, and Building Commission NSW says the same: plumbing does not include roof plumbing.

What gutter and roof leak repairs in Gosford and the Central Coast actually involves
Because gutters and downpipes are roof plumbing rather than specialist plumbing, a gutter repair or replacement only needs a NSW contractor licence once the job passes A$5,000 in labour and materials including GST, the same threshold as any other roof plumbing work, not the any-value rule that applies to water, sewerage and gasfitting.
Keeping water off the roof, and out of the drinking tank
Council says owners must keep roof water drainage, gutters, downpipes and stormwater pipes in good condition, generally draining to Council's kerb and gutter, an inter-allotment system, or a Council drainage easement. Stormwater must never be diverted into the sewer. Where a roof feeds a rainwater tank, NSW Health advises against collecting water from a roof painted with high-lead products or fitted with uncoated lead flashing or lead roofing-screw washers, and says the first runoff from a roof coated with acrylic paint may need to be discarded.

A new skylight or roof vent, and falls
A new skylight, roof window or ventilator is exempt development if it is not on a heritage item, adds no more than 2% of the roof's area, sits at least 900 mm from each lot boundary and from a dividing wall, and, on bush fire prone land, is sealed against embers. SafeWork NSW's own incident record describes a worker who slid down a roof and fell about 5 metres while gutter cleaning, which is why a site-specific safe work method statement is needed wherever the risk of falling is two metres or more. The main page covers the contract and cover rules.
Ask the provider whether the quote counts as roof plumbing, and what it assumes about the leak's cause before work starts.
