Council says clause 5.10 of the LEP, and clause 5.36 of the SEPP, allows owners to seek an exemption from formal development approval for minor works or maintenance that will not negatively impact a property's heritage significance. Before beginning any work the owner must submit the Heritage Exemption Form for assessment by Council's Heritage Team and receive written approval, and a property in Gosford City Centre uses the form made for the city centre. The city centre's listings sit under a different instrument from the LEP clause that covers the rest of the area, and this page does not say whether any address is listed.

Whether a roof job here needs approval is for Council to confirm: painting, cladding repairs and other maintenance to an existing roof are exempt development under the state's code, unless the roof is a heritage item or in a heritage conservation area, but scaffolding on public land needs Council's own approval.
